During the Federal Conventions of 1897-98 delegates from the colonies intensely debated control of the Murray waters and the rights of each state under a new federal government.

This cartoon depicts the two leading representatives to the Federal Conventions from New South Wales, George Reid and Edmund Barton. They are shown pumping as much water as possible from the Murray into Reid's large belly which represents the New South Wales catchment area.
