Shortage of ships following World War I led to the Commonwealth government letting contracts for the construction of new steamships. One contract was for Poole and Steel to open a yard at Port Adelaide. The South Australian members of Parliament had only recently learned of this, yet the government of AH Peake had been negotiating with the Commonwealth government for several weeks. Poole and Steel were seen as a competent and enterprising firm to establish a shipbuilding yard in South Australia, and the South Australian government would refrain from establishing a rival yard of its own.

The Sydney firm of Poole and Steel would establish a yard on the Port River at Osborne and were contracted to build four ships of around 5,500 tons each for the Commonwealth. The first of these was launched in 1921. The contract was later reduced to three ships.
